Why shared services struggle in government transformation

A clear mandate, service ownership and transition planning make the difference.

Define the service before centralizing it

Specify which activities move to the shared service, who owns them and how service quality will be measured. Centralization alone does not resolve unclear responsibilities.

Plan the transition

Map current processes, data dependencies and system interfaces. Sequence the transition with named owners, operational readiness checks and an escalation route.

Measure service outcomes

Monitor turnaround time, accuracy, cost and user experience. Review exceptions with the participating entities and use the findings to improve delivery.

A practical starting point

Before moving a finance activity, agree a short service charter with the teams that provide and receive it. It should define the transaction scope, the owner, the inputs needed, the expected turnaround and the treatment of exceptions.

Practical checklist

  • List services and receiving entities.
  • Agree service owners and escalation paths.
  • Test a complete workflow before transition.
  • Review service measures with internal users.
